Judge Thomas Bower

Thomas Bower received his bachelor’s degree from Illinois State University in 1984 and his law degree from Drake University in 1987. He served as an assistant Black Hawk County attorney and an assistant city attorney before joining the bench in 1993 as an associate district judge for the First District Court.
In 1995, Bower was appointed as a district judge and later became the chief judge in 2010. He was appointed to the Iowa Court of Appeals in 2012.
Bower has spoken around the country on child abuse prevention, domestic abuse prevention, specialty courts, and implicit bias. He helped to establish the Black Hawk County Adult Drug Court program in 2006 and a mental health court program in 2009.
